I certainly do not disagree that Obama's foreign policy record is terrible and should be changed. However, I see this move by Ryan and the GOP as nothing but a distraction from what they should be doing. Foreign policy is determined by the executive branch and congress can make all the suggestions they desire, but it will not change implementation. What congress can do is control spending. The GOP has controlled congress for two years and have not even attempted to pass a budget. In the senate only a simple majority is required for budgetary issues. This is just another example of weak GOPe leadership.
