Maybe Comey's reluctance to prosecute had a long range purpose. If he had recommended prosecution while O was still in office, they could have gotten all the dirt they needed and simply ended up with O giving her a pardon. But O is gone, and the evidence is still there.

Which explains why Trump decided to keep Comey?
