It means Brit Boy doesn't understand how his no-touch detector works.

Those detectors don't sense voltage or current as the name implies. They actually sense electromagnetic fields. Live electric conductors create electromagnetic fields around themselves. Those detectors beep when they sense the field, not the actual juice.

Lots of things will set them off, including battery-powered stuff like flashlights. Mine goes off sometimes if I just move it too quickly.

To follow up on what I was talking about, here's a photo of two enterprising lads playing with their "light swords." What they're holding are common fluourescent light tubes. The electromagnetic field surrounding the overhead high-voltage lines in the picture is strong enough to excite the mercury vapor inside the tubes, causing them to light up. If one of these fellows had a no-touch tester in his pocket, it would be beeping constantly.
