This should come directly out of the FBI budget, as well as out of the pockets of those involved. Oh, as well as prison time.
The victims deserve compensation, but the taxpayers should not be on the hook for it. So literally, make a permanent dent in the FBI budget, 50% right out of the center and make it last at least 20 years, no increases.

We don't need all of these three letter agencies, they all need to be combined and gutted!

I agree. There should be some individual accountability. In actuality the FBI is playing with OUR house money so they don't really care.
