So much of this is going to fail; it will be very interesting to watch the numerous court cases that will come out of it as well.

No well in hell will we have all the power for all this.  Wind and Solar is not keeping up now.  Just look a California, they have a power and water problem.  But they will not fix it.  Dams, Hydropower, Reservoir or nuclear would fix it.  And a governor with BALLS.

Another note on the bill, it is not even written yet, they are going to vote on a bill that is not even written. And it just seems like yesterday they promised to allow a bill to be reviewed for three days before a vote.

Who actually writes these bills?  Especially these two and three thousand page monsters?

Our congress critters?  Only the shortest bills.

Congress critters' staffers?  They do more of the writing.

Congress' committees?  Sometimes they debate and bargain over what is in the bills.

The party leaders?  They gather "inputs" (pork spending) from congress critters and patch them together into bills.

Lobbyists?  Yes. They give to the congress critters  text to be included in legislation.  Of course, the text is always to spend money or do other favors for the big businesses who hire the lobbyists.

Think tanks, consultants, law firms, and other beltway bandits?  Yes. They write the bulk of the text that gets included in the longest bills, and hand the text to the lobbyists and the congress critters, who then hand the text to the party leaders, who patch that text together into the monstrously long and expensive bills. 

That's how the sausage is made.  Most of the sausage making (legislation writing) is outsourced to beltway bandits - people and companies whose names are never revealed.
