Which is why a war needs to be declared against Islamist Jihad. We need to name specific organizations, starting with ISIS, HAMAS, the Taliban, and working our way down to the smaller, less known organizations, finishing with the statement covering "all else who would attempt to impose their belief in Islam through violence." And the declaration of war needs to include the additional warning that any nation which knowingly harbors, trains, arms, or gives any other type of support to Islamic Jihadists will be considered an active participant of those we are at war with.

As long as the country that is the victim of those assaults is unwilling to hold the nation of origin of the perps accountable for their actions...

Yes.

It's like this. You can make all the laws you want, but unless someone is willing to actual, effectively enforce those laws, they are not worth the paper they are written on.

In many ways that's been the problem of the US since the Korean War. The idea that UN troops were fighting for their lives against Red Chinese troops, but the UN wasn't allowed to attack the Chinese in China proper is insanity that could have only been thought up by Liberals. "Sorta War" has been SOP since then.
