Can the House initiate declaration  of war? We are war with the Islamic State of Iraq and Syria (ISIS). If it possible they should do it and see what Obama and Dinghy Harry will do with it. This would be one bill Reid could not ignore.

The Constitution grants Congress the sole power to declare war. Congress has declared war on 11 occasions, including its first declaration of war with Great Britain in 1812. Congress approved its last formal declaration of war during World War II. Since that time it has agreed to resolutions authorizing the use of military force and continues to shape U.S. military policy through appropriations and oversight.

It's not a law, it's a Constitutional amendment. This is not to say that there are not also federal laws passed/enacted by the Congress regarding the use of military force by the United States.

And for what it is worth, Obama has on more than one occasion ignored both now. So it's not a question of If, but rather of HAS ignored both the Constitution and the law.

Just yet another example, reason, why this President should be facing articles of impeachment.
