What would you need a nuclear torpedo for?

When a conventional Torpedo will do the job?

If they were busy wasting the money to build nuclear torpedo's which cost way more. Instead of what are by comparison relatively cheap conventional torpedoes.

No wonder the U.S.S.R. went bankrupt and collapsed in on itself.
