Serbian Police Falsely Accused for Demanding a Bribe

I have to react on this, because this video vent viral. Although many Serbian police officers would accept a bribe, it was not the case this time. They stopped this man for speeding, and he is acting like a complete asshole. From the very beginning, he is making up a bribing case. The first police officer who approached him didn't speak English, so he called his chief. That lady police officer explained him in English that he has to pay a fine of 2500 Serbian Dinars on the scene, or to pay a fine of 5000 Dinars in the post office, and that he has five days to do it, for which they will keep his passport. He offers them a money amount of Dinars and Euros mixed, and she explains him that they cannot accept Euros, because Dinars are the official currency, and that the extra 45 Dinars are for the post office tax. If those officers wanted a bribe, they would surely accept Euros. He demands to read and sign a document in English, although it is obvious that our police documents are all in Serbian because it is the official language. A man from Austria offered the help in translation, but he pretends he doesn't speak German, although he has studied and lived in Vienna. I don't know if his political orientation is Libertarian or Liberal, but he just acts like a spoiled kid. And his nationality is also pretty obscure, I'm not sure if he's Canadian, American, or Austrian. Here is what it's said on some of his websites.
