What would you put in your vehicles as an all season emergency kit?

Winter is coming, and most of us will have basic road safety gear inside our vehicles anyway.
Most of our homes probably are ready for most situations for general protection and riding out storms, but does anyone have suggestions  on what should be always in your car as a universal all situation kit that will be effective if you can't get home in a disaster or other emergency?
If you choose to store weapons in you car, what would be legal? What could you use for more than one purpose? Snow shoes for a sand shovel, for instance.  Is there any interest in comparing or creating a list?

All good questions Eyes, makes people stop and think about replacing foodstuffs they may be carrying.

I myself, carry a huge bag of trail mix, enough for a week if necessary, but now that you broached the topic, I realize it went through the Summer heat and wouldn't hurt to replace it.
I also keep about two gallons of water under the back seat, along with a change of clothes and a blanket.

But you mention legal weaponry, I keep a cheap single shot flare gun in the truck and a couple cans of pepper spray.
The flare gun will also kill at point blank range, but further distance will give one Hell of a lasting burn.
I highly recommend keeping one or two in a vehicle, it can also be used to signal for help. ::) :))
