Washington State Police Chief Vows Zero Enforcement of Newly Passed Gun Controls

Police Chief Loren Culp of Republic, Washington, says the gun controls in the newly passed Initiative 1639 will not be enforced in his county.
On September 25, 2018, Breitbart News reported that I-1639 would put in place enhanced background checks for the purchase of semiautomatic rifles, would place a ten-day wait on completion of a semiautomatic rifle sale, and would require purchasers to pass a gun safety course. The initiative also contained new gun storage laws for every type of firearm, including penalties for gun owners whose guns were stolen and used in crimes, among other things.

Chief Culp reacted to the passage of I-1639 by reminding Republic residents that the Second Amendment will reign supreme under his leadership:

I've talked with quite a few concerned citizens today so let me clear something up.

I've taken 3 public oaths, one in the US Army and Two as a police officer. All of them included upholding and defending the Constitution of the United States of America.

The second amendment says the right to keep and bear arms shall not be infringed.

As long as I am Chief of Police, no Republic Police Officer will infringe on a citizens right to keep and Bear Arms, PERIOD! - Chief Culp

I don't believe they will succeed since the west side of WA population is primarily Marxist, and the left controls the legislature.

There is that route and maybe that would be successful. They won't know until they try.

I've a pretty good idea it'll be slammed in court as unconstitutional and removed.

Isn't all gun measures un-Constitutional?

Gun-safety is a good thing, but it isn't unsafe guns. It's unsafe humans. Unsafe humans like gangs that we have ignored for decades.

Walks, I assume this guy is on the east end of the state. One wonders if the mayor is aligned with him?

Don't know.  But a lot of farmer are getting the word out in my area as it is all unconstitutional.  This is one they will take into court if need be, and they have the money.

It will take a while.  New laws enacted by initiatives in WA stay in force for at least two years before the legislature can act on them; unless the bill that amends the new laws made by the initiative obtain a 2/3's majority.

I-594 which amended RCW 9.41.113 to require bkgd checks prior to any gun transfer was amended to allow a person to let another adult use their gun at a rifle range as long as they were present; no bkgd check required.

There is a chance certain portions of I-1639 could be amended.  The democrats in WA prime-sponsored bills that restored our rights to use silencers and possess short barreled rifles.  The political divide in WA is more rural vs urban than democrat vs GOP.

A lawsuit has already been filed against I-1639.  https://www.king5.com/article/news/local/nra-files-lawsuit-challenging-washington-gun-safety-initiative-1639/281-615035375

QuoteThe National Rifle Association (NRA) and the Second Amendment Foundation (SAF) filed a lawsuit Thursday in U.S. District court in Seattle challenging Washington Initiative 1639, one of the strictest gun laws on the books nationally.

Other plaintiffs include gun dealers and young adults in the affected age group.

According to a press release, the suit states I-1639 "violates the commerce clause by banning sales of rifles to non-residents, and that it unconstitutionally impairs the rights guaranteed by the First, Second and Fourteenth Amendments, and Article I Section 24 of the Washington State Constitution by preventing the sale to otherwise qualified adults under age 21 of certain rifles."
