You do not understand what is happening in this experimental reactor so I will explain it to you.  They are inputting a million dollars worth of electricity to create a hundred thousand dollars worth of electricity, losing nine hundred grand a cycle.

As such the reactor is less than useless

You do understand the article is about fusion and not fission. If this is successful, the amount of energy will be close to limitless.

Here's my guess, the CCP stole plans from the US to build a copy. Granted no one has made one work yet, but we made it too attractive to pass up, created bogus plans, made it easy to steal, and now the commies are burning through money they don't have to build one.
