Did this project EVER become profitable?   I'd like to see how much money it made, or MWH or power, and how much it cost to build.   That much ought to be the show-stopper for the next one.

It would take large scales government subsidies to keep going like in the U.S.

I think the fact it is shutting down after just 23 years answers your question. If it was profitable it would be worth refurbishing.

They haven't given up quite yet.  Everywhere I looked, I could not find anything related to actual electricity production, production costs, maintenance costs - nothing that tells whether or not they earned a single Canadian dollar.

What I did find, was a document, a study on the adverse effects of wind turbines.

Reminds me of a guy & wife living off the grid, solar panels and a small 250-500w turbine, which was spinning very fast... it was like a groundhog thumper, the pitch could be heard throughout his dome house - they shut it down at night.  It was driving his wife crazy.

They are trying to rebuild the site, looking for "investors" and government grants.  To help it get built, they will:

Cap tar sand production
Cap carbon dioxide emissions
Cap methane emissions

and ... give out government grants, force you to buy a portion of wind generated electricity at a premium.

They expect to have a capacity of 1% wind generating capacity soon.  Makes sense, you're sitting on a HUGE oil & gas deposit which has funded and fueled economic growth for decades - MEH!  Throw that away.
