There's absolutely no excuse for this, if it did actually happen.
I've helped round up horses after a fire, they all stick together usually far away from the flames in open pasture.
It's common knowledge to let livestock run free when a fire is approaching, they aren's stupid, they won't run into the flames, at least, not intentionally.
I'd say whoever owned these horses has some serious explaining to do. Neighbors generally come to one's aid where livestock is concerned.
