Looking back at the first photo he could have just gotten off that white motorcycle by the do not enter looking sign. Makes since of the helmet, and the other people casually walking by in the 2nd photo kind of 86s the bomb suit idea. Probably just a bike cop checking tags or something. The dark sedan seems to be the focal point anyways.

There are 5 motorcycles in all in the photo.

The sedan as a focal point entering the plaza, is also the same one parked under the clear blue awning?
But if you look at this pic, you'll note neither car in question is in the pic.



Here it is in the following one. Though it means nothing to us, you're right, it appears to be of interest regardless.
