I lean toward him actually being one of the good guys, and only because Q has yet to out him.
This also explains why the investigation continues unabated. In every investigation, you have a process of elimination, which always points to the original perpetrator, or in the least, clears those not involved, and so far, Mueller has eliminated any connections to Trump which is why I believe he may be working on behalf of Sessions via Trump's best interests.
