This is a win win for him no matter what.
If the sentiment in the country is it was to bloody he BLAMES.
If the sentiment in the country is it went well he takes credit for sitting back and letting the others in the world take care of things.
I still think these things will get more frequent due to our New Laid Back do nothing attitude.

If western engineers are no  longer willing to set foot in Muslim countries; who exactly is going to run their technology - and provide the wealth that keeps the population from going for their ruler's throats? What happens when the industrialized world can get all the oil and gas they need from non Muslim countries, like the US and Russia? Or start using US technology to exploit their own shale oil/gas resources?

Yeah, this is why cultures that encourage and condone terrorism are always basket cases. It is why Israel flourishes and the "Palestinians" live in poverty. They are consumed with their HATE and they are naturally shunned by the civilized world. To a lesser extent, it's why places like Detroit can never recover and why they can't even get decent national grocery stores in the city. Workers steal, stores get robbed and nobody wants to invest in that kind of environment. This is the high price of immorality, and it becomes a viscous cycle.
