A bill that would define a fetus as a person and set the stage for Virginia to abolish legal abortions passed a key Senate committee Thursday morning and now heads to the full Senate for a vote.The so-called personhood bill already passed the House of Delegates. Gov. Bob McDonnell has not indicated if he would sign the bill, citing legal concerns. However, Attorney General Ken Cuccinelli, the state’s top legal adviser, backs the measure.The Senate Health and Education Committee passed the bill with an amendment on an 8-7 party-line vote during a busy morning meeting in which they also approved a bill mandating women receive an abdominal ultrasound before getting an abortion.

RICHMOND — The Virginia Senate on Thursday voted to re-refer a so-called “personhood” measure defining life as beginning at conception back to committee, killing it for the 2012 session.The Republican-controlled Education and Health Committee had approved the measure, introduced by Delegate Robert G. Marshall, Prince William Republican, on a party-line 8-7 vote Thursday morning.But Thursday afternoon, Senate Minority Leader Richard L. Saslaw, Fairfax Democrat, made the motion on the Senate floor to continue the bill to next year. He was backed by Majority Leader Thomas K. Norment Jr., James City Republican, who said legislators needed more time to study the issue. The motion passed on a 24-14 vote.
