I won't dig it up, but I seem to recall the Jews paid for the land in full and made some really nice gestures to the people in the area to improve their lot in life.
The surrounding land referred to as Palestine was nothing but complete wasteland, the rest if history.

Essentially correct, Supe; but permit me to share a segment of history
for perspective.
By 1917, the third year of the catastrophic Great War, serious unrest
was growing in Great Britain, as suppressed casualty figures began to
surface in the newspapers.
The Asquith Govt was voted down and replaced by the Liberals, headed
by Lloyd George, who formed a coalition w/the Tories.
British Jewry, led by Lord Rothschild, had traditionally been staunch
Conservative voters but began to waver as the War raged on.
So Lloyd George instructed his Foreign Secretary, Arthur Balfour to inform
Rothschild that Britain would support a permanent homeland for the Jewish
people in biblical Judea; then occupied by the Ottoman Empire.
This was the Balfour Declaration and the catalyst for the return of the Jews
to their homeland.
