After a long and boring read through a BBC article, buried on the bottom of the page, is this little gem.

Russia and Japan have secured wording that leaves them a possible route to escape extension of the Kyoto Protocol's legally binding emission cuts, while strongly implying that the protocol has an effective future - a key demand of developing countries.
In other words, nothing is binding. ;D

For those of us who've followed the Kyoto Accords since their inception, and the issue that led to them since before the Kyoto Accords were thought of, Japan and Russia didn't need an escape route. That was already built in and has been used by every signatory except Norway which, between North Sea natural gas and hydroelectric power, never had to worry about the Kyoto Accords.

It does, finally seem, that the wheels are coming off the global warming bandwagon and what's brought it grinding to a halt is simply time. When you depend on phony crisis to get your agenda turned into law the clock is not your friend.

It also helps if the downside, in this case the economic catastrophe that would've attended the U.S. signing of the Kyoto Accords, is impossible for anyone with a lick of a sense of responsibility to ignore.

That's why the Kyoto Accords, when a straw poll of the Senate was taken to determine support, lost by 92 to 2. Both the CBO and the GAO reported that by the most optimistic, and realistic, estimates living up to the Kyoto Accords wouldn't tanked the U.S. economy for at least a decade. At least.

No matter how you slice it, failure by any other term, is still failure.
This is akin to an attorney claiming that his serial killer of a client, loved puppies.

I see this as more of a eulogy than an agreement.
