Believe it when Congress passes it and he signs it. Sorry, I'm way too cynical here regarding the true enemy in this style of argument. Centralized unionized ANYTHING is wrong but never more so than one-size-fits-us style from the top-down agitprop artists on our "educational" left.

The National Education Association and the American Federation of Teachers (as well as various AFL-CIO or other union splinter factions) will become so virulent after this move that parents will find no choice but to enroll their kids away from public schools.
