The Bolsheveik alliance holding our Country Hostage rejected the offer even before Trump made it, as He knew they would. Trump is trying to appear reasonable and showing a willingness to compromise, exhausting all effort before shitting the border down completely, it will make his case stronger in a court of what passes for Law lately.  Smart move.

I'd like to point out the obvious here. The partial shutdown only proves that these are not essential jobs and could very easily be contracted out to individual private entities or States could take over their responsibilities.
Like the EPA, 95% of the workforce was furloughed, that alone tells you they are not necessary and individual states could easily absorb their responsibilities, or simply eliminate these jobs altogether. Shrink the damned bureaucracy!
