He still needs an EO, which will include a declaration for a National Emergency. The money is out there, I've seen several releases on amounts across the board, totaling in the billions, more than is needed to build the Wall.
I stopped watching the video when they claimed Nixon used it to fund the war, that never happened, in fact, it was Nixon that ended LBJ's war.

There may be some validity to the idea that he doesn't need a "National Emergency".
