I'm generally against kids bullying smaller weaker kids.

I'd be happier if the tough kid gave the bitchy little kid's FATHER a beating.  That would be justice, the little wanker must be programmed by his metrosexual pajama boy daddy.  Deliver the punishment to where it belongs, maybe the son would see the light.
