Why isn’t Pelosi guilty of Treason?

Congress has not used the act since WWII, because it hasn't defined any of our enemies since, which is also why you've never seen a charge of treason levied in the US since.
For some reason Congress lost its spine after WWII, they didn't even qualify the Korean war, as war, nor was Nam, yet we lost 10s of thousands of live.

Wherever you're getting this quote from it is neither in the Constitution, nor the Federalist Papers, nor the statute. It's a fiction that there must be some kind of declared war.  Sorry.

The Treason Clause applies only to disloyal acts committed during times of war.
Congress needs a designated enemy to apply treason statutes, but Congress has not declared an actual enemy since WWII, so there is no statute that allows for treason to be applied by law.

Show me where Congress has designated any State of the globe, "Enemy", then the term may apply.
Treason only applies when Congress designates or qualifies an enemy, it has not in 70 years.
And sadly, "War on Terror" is far to vague in that it only describes "Acts" not actual entities, so as a blanket term would be thrown out of court.
