Neither of which would win. They know Waters would be lucky to get 10%, and Harris is despised here in Ca, has zero experience and knows nothing about geopolitics, let alone economics, Trump would eat her alive. But she is a black female, articulate and not bad looking, but she cheated on her husband with Willie Brown, has a horrendous track record as a prosecutor and is literally the opposite of what Trump won on.
Oh, and she's not African American, her dad is Jamaican and her mother Indian.

Oh wait, all those issues qualifies her as a Dim candidate for office.

But as I've been pointing out, whoever runs, will be throwing themselves on the sword for the party.
It's a sacrificial move, one they know is the final page in their political career, the embarrassment alone would be something only a sociopath could endure, but the humiliation would label them a dead end loser as far as the base is concerned.

The only person they have to run, is Biden or Hillary, neither of which would win, but they could generate enough numbers to save party face.
At least 37% is preferable to the teens, and that includes the regular 12% fraud vote.
They haven't found anyone yet and it's too late to groom someone, so it's not as if they'll pull a no name out at this point in the game. So yeah, if Harris is dumb enough to run, or they promise her she can keep whatever is left over after the campaign, then yeah, she'll run.
