However, these stupid laws were passed on a grandiose idea that they were discriminatory.

If I remember correctly, it was based on women having the right to enter a mans establishments like private golf clubs, they stretched the law to claim that smokers were inhibiting the advancement of an individuals career because it was injurious to their health to enter the establishment and participate in discussions, discussions that could advance their career.
