A static barrier is just that even a guarded one.  In the last word war all the Germans did was go around to invade France.  Even if you electrified it, they would find it more than an inconvenience.

I could not agree with you more, Billy! If there's not a soldier behind the wall shooting those bold enough to scale it, it's not worth much.
