I worked in SF back in the 80"s - It was nasty even then.  Uneducated poor people do not "live" in SF...  They exist on the streets because they are catered to by the local government.

I live here, and I have to say, I doubt you will be able to notice the change in their behavior. Seriously, the streets of the Bay Area are full of mentally disturbed drug abusers.
