That is a real tricky one, because the last thing China wants is a free NK sitting at their doorstep.
China has always been a closed society (Great Wall), it has only been since Nixon that they opened their doors to the world, so to speak, but even now, with all the growth they've experienced, they still want to remain isolated because to allow exposure to other cultures within China, dilutes their idea of purity and threatens China's hold through a godless society.
Chinese are extremely racist, their children are taught that they are the superior race, but good luck finding an article on the subject.
Point is, having a free NK would be a threat at their home border, so NK will most likely never see freedom as we know it, but they also don't need a rogue dictator doing as he pleases and dragging china into a war they don't want.

China is doing well with its plan of global domination through cheap trade, so making enemies with trading partners is not conducive to their long term plans of Global Domination.
So if one puts themselves in China's place, reigning in Kim is in their best interests. With that said, why haven't they reigned him in yet?
Because he fits part of their plan, but assuming he isn't playing along with China and acting rogue? They'll replace him and he knows it.
I really don't think he's acting on his own, so the real question is, what is China up to, why are they telling the little fat dictator to stir the waters?
Without all the information at hand, I guess it has much to do with China expanding its reach in the china sea and building islands.

I agree, without knowing hardly anything, China is really behind everything going on, or they would have reined in the little Fat Boy months ago.   I *think* North Korea's nuclear technology is coming from China, who is using NK as a test bed for weapon development, as well as gauging how to manage a closed society in an Information based world economy.

If this is the case, we ought to be wary of China (behind the scenes), pushing Kim to test USA's resolve - and not giving a rats behind if North Korea takes a nuclear hit.  In other words, China tells Kim, "Go ahead and launch the real thing, Americans would never retaliate and risk their Allies, South Korea, Japan - and this would also be a warning to Taiwan."   China probably gave Kim reassurances, "No matter what you do, WE will NEVER allow American troops on North Korean soil again."

Boo might be right, they're already fueling the rocket.

China wants it both ways. It is no longer a communist country. It is a dictatorship with a strong leftist lean. It has gotten a taste of capitalism and it is working for them. That toothpaste can't be put back in the tube. What they are trying pull off will ultimately fail. However, the current leadership will try for as long as possible to keep the current situation going.

Clinton gave NK nuclear capability, but the story of the day was, Pakistan gave NK the knowledge of building nukes, though I believe you're right, I'm sure the Chinese played a hand in it.

I don't believe NK will launch a nuke attack because we would not need to respond in kind, we could literally take over NK in a day, seriously, one day of Hell raising bombing, and we could easily subdue any further military threat from them.
With this in mind, China knows they would quickly have American troops on their border within a week, which is the last thing they want.

I still think Kim is a mere distraction for the Chinese and nothing more. China's real threat from NK comes from the youth due to technology.
Smuggled UDB flash and Ipads/phones/laptops and solar panels to charge them allow for free world news with video to reach an isolated land.
If you really want to spend the time, this has to be the longest article on the subject ever written. 
If anything, read the first 10% to get an idea of what's happening in the area.
I suspect they are now using drones to carry the material, wich allows them to fly miles across the border, while the article was written in 2015, the admitted drones were too expensive, but here we are two years later and drones are disposable cheap for an operation such as this.
Even my Chinese drone can fly seven miles out, carrying roughly 5lbs, that's a lot of 100gig flash drives, though someone on the other end will have to replace the battery for a return flight.
