Sadiq "No reason to be alarmed"

Sadiq Kahn is the mayor of London and was doing an interview in response to the recent terrorist attack.... I'd rather not give the breakdown, but if you have seen the news lately, you'll know the story. Long story short, Trump criticized Sadiq and the internet exploded.  I heard a breakdown of this comment online and left more confused than before. So I decided to play devil's advocate and realized that I might be biased to interpreting things the way I want. Here is my breakdown...

Sadiq "Londoners will see an increased police presence today and over the course of the next uh few days. No reason to be alarmed, ..."

Two interpretations.
Londoners will see an increased police presence today. And over the course of the next uh few days
---There is no reason to be alarmed by this police presence, because it does not mean there's an impending terrorist attack.

Londoners will see an increased police presence today. And over the course of the next uh few days
---There is no reason to be alarmed by this terrorist attack, because we have increased police presence.

Grammar books will tell you that most people assume that the modifier is modifying the last thing that preceded it. This means Sadiq should not have been interpreted the way Trump did. But Trump might assume that Sadiq speaks like him or Bush. In fact, when Sadiq skips part of his speech, then says "no reason to be alarmed" he has created a Bushism that applies to everything being talked about. Notice that this part of Sadiq's speech skips the "because "part. I think that Sadiq tried to do two things at once.

First, to tell people that police aren't a reason to be alarmed. Second, to say it in a way that put people at ease as a whole. He didn't fully realize that sentences thrown out there in this way can't simultaneously apply to everything, except the terrorist attack. Trump is overplaying it but isn't entirely wrong.

Your thoughts?

Tackling knife crime

Sadiq will demand tougher community payback for those caught with knives - on top of jail time and traditional sentencing, proper enforcement of laws on selling knives to children and the introduction of a licensing scheme for knives. Hospitals should record and share knife wound data, and London needs a more intelligence-led use of stop-and-search powers.

It seems you are dancing around the issue. Trump told the truth about what is happening in London and the UK. The mayor attempted to put an "Obama spin" on it.

Yeah, the media lies constantly, pols lie on a daily basis, but what I do know, is Trump wants to stop terrorism, while Sadiq, a Muscum appears to look to the future when Sharia is the law of the land.
Screw the nuance, which is why I'd just as soon Trump flush PC down the toilet and say what we are all thinking, that we're at war with Islum.

Which is why I am wondering why Trump has been calling them "losers" instead of islamic terrorist. I understand loser describes them, but there are all kinds of "losers" which are not a threat, and there is no islamic terrorist which is not a threat. Just a minor point but one I have been thinking about. You nailed it, we are at war.

What is there to be alarmed about? Aside from the fact the security budget was reduced and as for one of the bridge terrorists, they think he was about thirty and they have no idea what country is was born in.
