Do you assume the police in Chicago hold their jobs due to their high level of training and competence on the job; or like everything else in Chicago is it a case of having political pull?

I think no amount of training can overcome political correction.  I don't think the policeman in the street can do his job with his hands tied, and that is what I see as many big cities problems.

Is this constitutional? Doesn't the governor have to request help before the feds move in?

Always keep in mind police departments are political arms of the mayor and city council. The chief is basically a political appointee. That is why Sheriffs are so important as they are elected by the folks.

Political pull only extends so far, when you got Gang bangers guning for Cops all bets are off. Ask you relative who is a detective I beleive, about the phrase "drop a dime"....that means to make a secretive phone call to rat out management or anyone else who is doing something wrong and needs a dose of backdoor justice.

You can bet a lot of Cops are going to be "dropping a dime" to the Feds if it means take a few of these A-holes off the street. Feds will probably assign them "CI" numbers" already (Confidential informant know only by a number not a name)  ......Such has been done before......
