The original Constitutional way to fill Senatorial seats, was by the State government, not popular votes.   This is another way to do that, find another angry Democrat in West Virginia, pissed off at Obama's anti-coal rants, and appoint him/her as a RINO to finally finish off Obamacare.  Yeah, sounds risky to me too!!!   Why didn't Manchin just vote with the Republicans to repeal Obamacare, and prove he was a worthy pick for Trump's semi-conservative agenda???   (because like pigs, Dems wallow in the same mire, regardless of who pissed in it.)

Here's more to consider:
Manchin is appointed EPA secretary, his chances of re-election in WV are nil, why not take the gig?   Governor Jim Justice appoints a "Republican", or enough of one to repeal Obamacare - the deed is done.   Trump tells Manchin, "You're gonna have a job, the Hatchet Man.  EPA is first, gut it, get rid of it in 3 years, and I'll appoint you to another position - deal?   Fail and I fire you, you're 100% done as a politician, forever."
