Had a farmer nearly lose his land for tilling part of a dried out "Vernal Pool". This state is so fucked up, that many are afraid to have brush removed due to so many hidden clauses protecting and kind of habitat, be it frogs or insects, the state has a law covering it.

Yes, yes... I know you have it worse... And freely admit that. But we have a similar if lesser problem. Still a problem of immense dimension. We do have it likewise. The old joke around here is that you can't piss on the ground without a fed showing up to declare it a 'protected wildlife refuge' or an 'eagle flyway'...

I don't bring it up to diminish the problems in CA, but rather to expand upon it. We can still clear brush away from houses and such, but that really doesn't do much in the big picture, as the forest right outside of the cleared area hasn't itself been cleared in decades now... And is actively prescribed against clearing by law, or is simply never let out to a timber sale...

And in the mean time, beetle-kill takes more and more of the timber, and sets the whole thing up for disaster. And that disaster surely comes. When it does, that meager private clearing is hardly any insurance... And barely justifiable.

Take away all the crazy CA regulations, and you will still be left with the federal ones. And they are still onerous. Jussayin.

Yep, Moonbeam ran with the already fucked Clinton admin regs and tripled down on stupid.
I know Trump has taken on BLM regs regarding land use, but I was hoping to hear him gut the last 30 years of nonsense, hard to believe it's been that long,, I even worked on the spotted owl survey, so as to get an insiders view of what was going on.
Turned out to be the fraud everyone knew it to be in the first place, but it fit the purpose at the time, brought logging to a stand still and cost the industry billions not to mention all the families it displaced, and that was before the crippling closures in the decade to follow.
I'd love too see Trump apologize on behalf of failed govt policies that killed an entire industry based on an emotionally charged leftist plan designed to kill an American way of life.
Sadly, I believe Ca is destined to suffer decades long, after all the USFS regs are reversed, this States electorate is too stupid to see the damage lib /prog policy has on the rest of the state, so the fires and ruined lives will continue.
The sad thing is, all of our shuttered mills will not return, nor will the State clean up the forests with Ca tax dollars, they'll let the Fed do that, so the State owned land and ridiculous policies will remain in place, but what will change, and this is part and parcel for leftists is, the govt will be doing all sorts of environmental impact studies costing billions (work project) and the end recommendation, will be that crews will be allowed on private land to clear brush and possibly dead trees.

Wait, unconstitutional, you say? This is Ca after all, where the schools teach buggering as just another lifestyle.

The Santa Cruz Sentinel reports that Brown is proposing one of the most significant changes to the state's logging rules in nearly half a century.

"Gov. Jerry Brown is proposing broad new changes to California's logging rules that would allow landowners to cut larger trees and build temporary roads without obtaining a permit as a way to thin more forests across the state," the paper reports.

Environmentalists in California aren't on board. They've been pushing for years to make California's logging rules more restrictive, not less, but in the wake of the deadly forest fires that ripped through the state this month, prominent lawmakers believe a change must be made before more people die from a preventable situation.

I Assure you, by the time it reaches his desk, the only thing about it that won't change. is the name, the rest will be packed full of crazy ass stipulations and clauses.
Like, the only time you can remove a tree is between the weeks of August 1st and August 2nd after 9:00 pm, but before the sun goes down only in areas facing South with a West wind over 20 mph.
None of which is even possible, and no, it's a literal impossibility for us to get a 20 mph west wind in the sierra, being 100 miles from the ocean,, we never get that wind.
Point is, their will be so many stipulations involved, most people will never ideally fit the mold they create, and if they do, there are so many other entities in the State with their own regulations that could cause even bigger problems.
One issue in this state and wheat other states need to be aware of, is the amount of prosecutorial power each entity has, unlike the past,, where say the EPA, or transportation had to go through the court system, just like the rest of us,, they now have the power of seizure without warrant.
As unconstitutional as that sounds, they've found a way around it, eg. you are dumping a barrel of water on the ground but the label say diesel, they can enter your property and arrest you, no questions asked.

Theyu cleaned the missing number up and instead of 1000 plus, it's back down to 600.
This is really not good news, the fire is still only 70% contained, meaning for the most part, there is still a lot of land yet to be searched.
But the good news is, the fire will in essence, be out by Friday, rain starts late tonight, early tomorrow.

Even though this is my area, it's no different 40 miles North in Paradise.

Weekend...

A major change in the weather pattern is coming to NorCal this
week impacting holiday travel. A series of winter like storms
will plow through NorCal bringing rain and mountain snow to the
region. The first system is set to arrive late Tuesday night
pushing through the north state Wednesday and Wednesday night.
Another system will move though late Thursday and Thursday night
with one last system pushing through on Friday.

Snowfall over the Sierra and debris flow over the recent Norcal
Fires are a major concern with these weather systems and hazard
watches have been issued for these impacts.

This change in the weather pattern will bring other impacts as
well. The accumulation of dirt and oils on the roadways will
produce very slick conditions especially early on in this wet
period Tuesday night and Wednesday. The Wednesday evening commute
and Thanksgiving travel period will likely see increased traffic
accidents due to the slick roadways and motorists should use extra
caution. As rainfall accumulates over the holiday weekend,
ponding water will be possible where storm drains have been
clogged by leaves and other debris. In addition to the rainfall,
the weather system passing through norcal late Thursday will bring
gusty south winds. The northern Sacramento valley could see wind
gusts up to 40 or 45 mph with gusts to over 60 mph over the higher
Sierra. Downed tree limbs, blowing objects, and difficult driving
will be a concern during this late Thursday through Friday time
period. Use extra care while traveling this holiday weekend as
many weather related hazards will be present that have not been a
concern for the last several months.

Conditions will begin to improve on Sunday with a return to drier
weather expected early next week.
