Early in the summer of 2016 CIA Director Brennan contacted both the FBI and Harry Reid (who sent a letter to the FBI demanding an investigation) and attached memos which are now called the Dossier.  The FISA warrant on Carter Page was first applied for in October 2016, just before the November election.  Once they had the FISA warrant to spy on Carter Page, the FBI may issue National Security Letters, without any court approval, to spy on any of Page's contacts and then anyone they contact and anyone they contact and so on and so on.  This ability for the FBI to spy on everyone a target contacts is unique to the FISA warrant process and is intended to be used against Terrorists!  Angry    (remember Mueller found no collusion by anyone and Carter Page was never charged.  Both Carter Page and Gen. Flynn had attend a conference in Moscow which Barak Obama himself had attended two years earlier, so attending this conference in an of itself was nothing suspicious).  As soon as I heard about Harry Reid, I remember his comment about his October surprise against Romey when he was confronted after the election about lying about having seen his taxes and he said  " Oh well, it worked!"
