This is a pretty big split when one considers police departments are usually a political arm of the mayor.

The Mayor usually "Owns" most of the high ranking "Brass" from the Cheif to operational commanders like Deputy CHieffs and assistants, there is a grey area between those ranks and "Captains" which is usally an appointment. I have never been in LE. However, I think I can safely say that dedicated law professionals cannot stand to be told to stand down.
