It would seem likely given the Obamao admin proclivity for illegal monitoring of political opposition.
Trump, Sessions, Nunes, Horowitz, Huber......... probably need to break this program up into 4-5 phases.
There is just too much corruption, crime, and treason to keep trying to put together the one giant sweep.
Obama / Clinton and crew literally did every last crime that can be suspected, or even dreamed up.
They are now into the bigger crime of cover-up, collusion with other countries and media, parallel fake investigations to stymie the real ones. Massive RICO operation. Biggest ever in America. This is probably phases 6-8 of the investigation / prosecution.
You may have phases 9-12 when they finally get to 9-11, Awans, Pulse, Boston, Las Vegas, Parkland, and so on. Deliberate planned carnages to slow the real investigations.

Look for most of Obama's cronies to appeal directly to mayhem, anarchy, chaos, riot, murder by their favorite pet groups. They know they're all mentally ill enough to do it. Pull out the last stops, make some mass tragedy if they can't have their way. Lynch and Holder have already been dropping hints. When they lose, it will be 100% full-on "burn the MF'er down !!"

So investigate and prosecute one at a time. No rule against trying a current inmate for additional crimes.
Of course, it'll never happen. The ruling elite are beyond the law.
