The "highest level of educational attainment" was achieved by lowering the bar to the point that standardized tests can be passed by a not-too-bright chimpanzee. The education system has been modified by liberals for the purpose of creating a compliant populace too dependent on government "help" and too ignorant of politics, history, and geography to know they should be doing better.
