That's Federal, but your local state and county office can still decide who gets them.
The program was abused by the Dims for votes and to make people dependent on Govt., or in the case of the leach in the video, attracting new Dim voters.
The program needs to be scrapped altogether and restarted with new guidelines.

Here in Ca, that $400. she subsists on would be $1200. per month.

And the Dims don't want a border fence, why?

Food stamps can be a good prog., I got them back in the 70s after a bad accident and couldn't work, but the moment I got back to work, I told the county worker and they stopped them, now people see it as some kind of right, our culture is doomed, a planned obsolescence by the Marxists in the Dim party.

I have said it here before, I am on food support because I am legitimately disabled.  I also qualify for SSI, WIC, and utility assistance, which I refuse.  I do not qualify for MNCare because I am disabled, it does not matter now because we now have insurance through my husbands employer.  I eshew the "extras" for quite a few reasons, a couple of which are;1. We can scratch by without it.  2. I refuse to be beholden to the government. 

I get $416 a month for a family of six, I coupon fastidiously and only buy what I need.  As soon as we are able, we will get off of food support too.  I don't want to be on it, I hate that I have to be, but for a little while longer we have to.
