If an outgoing US House passes a Bill, and the incoming US Senate would favor it, can the Bill wait ?

Now that President Trump's Border Wall has passed the House, can he just wait for the new Senate to pass it ?

If they go Nuclear it would be a slam dunk.

Apparently that would be customary, but requiring 60 votes in the Senate was "Customary" until just recently.
