If an outgoing US House passes a Bill, and the incoming US Senate would favor it, can the Bill wait ?

Now that President Trump's Border Wall has passed the House, can he just wait for the new Senate to pass it ?

If they go Nuclear it would be a slam dunk.

Apparently that would be customary, but requiring 60 votes in the Senate was "Customary" until just recently.

I've been told the Constitution does not touch on this scenario.

They didn't want to wait for the new Senate to be seated, so they moved the date and reelected the commie so they wouldn't have a voice.
