If it moves tax it if it don't move tax it even more.  Your taxed for having a phone and using it.  Now they would like to tax the phone even more.  So when will they tax voice mail?

State regulators are considering charging a fee for text messaging on mobile phones in order to help programs that make phone service accessible to the poor, according to a report from the Mercury News. The proposal, which is scheduled for a vote next month by the California Public Utilities Commission, faces opposition from the wireless industry and business groups.

They're out of money and refuse to give up on supporting illegals.
If not for fraudulent voting, they'd be out of power.

They have options:

Tax per flush
Tax per mile driven
Tax per child
Tax per square footage of house
Tax per estimated carbon footprint
Tax based on money in savings account(s)

Already do all that. They just haven't itemized them all yet, but in truth, they've been doing all that for years.
Unless you're a protected class of illegal, then not only do you get a pass, you get a check from the County as well as one from the State for your status.
