that can protect the electrical equipment,
if installed where the power lines attach to the equipment.
They estimate that the entire grid can be protected for about $20 billion.

The cost of not protecting the grid would be - a complete collapse of civilization!

If the Department of Homeland Security won't pay for actually protecting the homeland,
state governments could allow power companies to install the devices themselves,
and pay for it through rate increases.
The consumers would benefit by having reliable power,

Why would anyone think this is out of the realm  of possibility for the US?  This is not a conspiracy theory to me.  I just believe the handwriting on the wall, so to speak and that based on what we've already seen out of Obola the dictator.

Did you know, solar flare activity is not necessarily a bad thing?
The higher HF frequencies, VHF and UHF actually travel farther, with less power.
2, 6, 10, 11, 12 meter bands really open up (11 meters is CB), when there's all this solar activity that's suppose to destroy and disrupt communications.

This spring, 12 meters was "wide open" as we call it, and I was making contacts easily half way around the world, during the daylight hours, with minimal power (<100 watts).  Long conversations to areas that I couldn't even hear before.   

Energize the Ionisphere, and very long range signals have something to bounce off of instead of escape into space ... like the array in Alaska did, HARP.   That was an interesting experiment, but, it takes way too much power (and a whole lot of NUTS latched on to it with their stupid conspiracy theories).  You can throw ELF into the same category, it's about communications.

Did you know that most communication sites are built like a Faraday Cage with extensive ground grids, and that the fiber between them is buried?  Those sites can take direct lightning strikes and the equipment doesn't even blink.
