Snip is included as an accessory with Windows 7, 8, 10.   I use it often, it works great to capture, and later edit with a photo editor for posting or whatever.

You will not find it under "snip".  It's called snipping tool.   Go to search programs in Start, type in snipping tool and when it opens click on snipping tool it should pop up.  I pen it down in my taskbar as I use it a lot.
