Trump will sign border bill, McConnell says, and declare national emergency


In a surprise development Thursday, Senate Majority Leader Mitch McConnell announced on the Senate floor that President Donald Trump would sign a border security funding bill that would avert a government shutdown, but also would declare a national emergency in order to get more funding for his proposed border wall.

His announcement came just before a Senate vote on the measure, which the House is scheduled to vote on Thursday evening.

Many Republicans, including McConnell, had advised the president against declaring a national emergency.

Trump had said previously he was reserving judgment on whether he'll sign the measure until he sees the final text, though the president has indicated he is warming to the deal after receiving a briefing Tuesday on its parameters from Sen. Richard Shelby, the top Republican negotiating on behalf of his party.

“We’re looking for landmines,” Trump told reporters in the Oval Office on Wednesday. “A shutdown would be a terrible thing. I think a point was made with the last shutdown. People realized how bad the border is, how unsafe the border is and I think a lot of good points were made, but I don't want to see another one.”

President Trump is getting only $1,375,000,000 for "the construction of primary pedestrian fencing, including levee pedestrian fencing, in the Rio Grande Valley," and the money comes with restrictions.

Trump's proto-type walls, such as the ones he visited last year  in San Diego, are prohibited; the congressionally mandated "pedestrian fencing" may not be erected in wildlife refuges, state parks, or the National Butterfly Center; and "physical barriers" may not be built in cities and other jurisdictions until federal officials and local politicians reach mutual agreement on the design and location of those barriers.

I find this development somewhat strange. Not the fact Trump may declare a national emergency, but McConnell announces it. My question is this a a coordinated effort with Trump or McConnell undermining Trump?

Not an optimal outcome but a better one then what could have happened. Even with the proposal I hear he is still going to put forth his executive action to get some of it done. While it would be nice to have it all done in one fair swoop, compromise is part of the game. Either way, the wall will still be built in my opinion, just not as fast had he received full funding from the start.

I expect to see a full blown operation taking place shortly, he does, after all, have 27 Billion to work with at the moment, and an EO for declaring an NE at the border will bring the wall to near completion by 2020.
Timing couldn't be better, especially when stats will show crime falling across the country, particularly drug related crimes.

I think he stated declaration of the national emergency too early. Should let the House vote settle first.

Further, because the bill only applies to kids who are unaccompanied, it does not provide protection for those bringing kids into the US.

Another major alleged “poison pill” that may be misunderstood is a clause requiring the federal government to “confer and seek to reach mutual agreement” with local governments before building any wall.

The Center for Immigration Studies, which favors lower immigration levels, tweeted that “the spending bill would give local governments in the Rio Grande (all of which are *heavily* Democratic) the ability to veto the fence. If those blue municipalities don’t agree with DHS, the fence can’t get built.”

But the DHS official told Fox News on background that the exact language in the budget — “confer and seek to reach mutual agreement” – nowhere requires the federal government to actually reach an agreement before building fences.

Rather, it just requires DHS to consult with local governments – something DHS already generally does, the official noted.

Fact of the matter is Trump is a business man who has dealt with others all his life that have skin in the game. Now he's learning that his opponents don't care if they win or lose, let alone the US of A. He's a very smart man learning as he goes in a totally different game. I still got his back.
