I think it's in the final top 3, but it does look good and cheaper to build and operate than its contenders.

Yep, we won't need to run power out there, bringing more people to settle along the border because they have power where it never used to be.
I always thought a 60' diameter culvert pipe covered in gunite would have been a cheap solution, set on a double walled aquifer sunk in the ground 30'.
I'm surprised it wasn't offered.
