It's an attempt to justify the funding they receive. Spending the money equals results in libtard minds, and if they don't spend it this year, they won't get funding next year. Just think how sad it will be if line of unemployed fashion doesn't debut next year.

Exactly right harry, thats why I say, they have no idea how to fix the mess, the only answer is for gov to get the hell out of the way and let the Free mkt fix the problem.
