There's no question that solar power is entering the mainstream, but California is about to give it a giant boost. The state's Energy Commission is expected to approve new energy standards that would require solar panels on the roofs of nearly all new homes, condos and apartment buildings from 2020 onward. There will be exemptions for homes that either can't fit solar panels or would be blocked by taller buildings or trees, but you'll otherwise have to go green if your property is brand new.

They didn't address power loss after 20 years when the customer gives up on maintenance, or is a landlord responsible for the electric bill of the tenant because the renter didn't wash the panels?

Truth is, it supports the fraud placed on the American people.
It was Obozos Green movement that ran energy prices through the roof, then stole Taxpayers money to force the sale of this fraud and further drive our economy in debt.
Electricity prices are 3 times higher than when the Marxist took office and the left continues to push this fraud through.
The simple solution is nuclear energy, but the left doesn't want it nor does the RINO party, they make shitloads of money off of it.

Well it will be on new homes, and other in the area will be picking up the tap for a higher electric rates as less money is coming in. That should bump up new homes about 5000$ or more. Then you will have the upkeep on it + the power bill. Then you have smog fog and clouds in the cities down below. What a deal for young people.

Maybe even sooner. Based on most of the installations I've seen, there isn't enough space between roof and panels, this causes heat buildup you wouldn't believe.
It not only cooks the tar in the average shingle and melts it, but the panel gets too hot for two reasons. One, is the sun, but when you add in resistance from the electricity trying to push power into and over the rated power of the grid, you create heat, much like any load, even when the wire is sized corectly, the panels still create heat between the cell connections.
This is bad because the EVA (glue) that protects the cells between the glass eventually begins to brown, within in time you have essentially produced a sunglass effect that cuts down the efficiency of the cell.
The cell doesn't necessarily degrade, but the coating does, and this happens on the best panels out there. The cheapest panels, (amorphous) last about ten years and start degrading rapidly after that point.
The only way to mount panels is tilted up off the roof or stand alone in a field tilted up so the heat can waft away.
