McConnell talked a good game and it worked - right up to the point that he caved to the Senate Democrats and sent a "clean" bill back to the House.

It reminds me of that line from the movie, "The Boys in Company 'C'":

"If you are going to be stupid enough to pull a gun on somebody, you'd better be smart enough to pull the trigger!"
