I've always been under the belief that Ghislane was in this for a bit of vengeance for her father, may even twistedly see herself as some sort of warrior against these scum.
Using young girls is justified if she/they can control these scum via blackmail, then she is doing good.

People justify their behavior in odd ways, but it wouldn't surprise me in the least.
