The cartoon text should have read something like this:

The..........world......is....more...stable..than itWasFiveYearsAgo.

This "start out slow and finish really fast" teleprompter style of "speaking" is what happens when you can't speak from your mind. The same thing often happens when an actor produces a commercial (which is exactly what Obama is doing whenever he speaks in public). 

Btw, the cartoon should also have shown the U.S. full-time job market going up in smoke (due to the Obama Care insurance scam).

Actors are trained to pretend that the scripted and rehearsed lines they're speaking are actually off the cuff.  Commercials are just so over-produced that it's especially hard to do.

Obama does the opposite of that.  He intentionally tries to sound like a preacher intoning millennia-old scripture to an audience of true believers.  Except he's trying to convince people that his own patently self-serving, glib and facile doublespeak is actually the Word of God.

And, as crazy as that seems, it's working.
